1. Congress floats a federal AI law — and a three-year freeze on the states

A bipartisan group in the US House has released a 269-page discussion draft of "The Great American Artificial Intelligence Act." It is led by Reps. Jay Obernolte (R-CA) and Lori Trahan (D-MA), with four co-sponsors from both parties.

The headline — and most contested — provision is a three-year preemption of state laws that specifically regulate the development of frontier AI models (with a sunset clause). Notably it targets development rules, not how AI is used or deployed, leaving some state consumer protections in place.

Safety and industry groups reacted fast. Brad Carson of Americans for Responsible Innovation called the preemption "a generational mistake"; the Alliance for Secure AI and NetChoice both raised concerns — the latter about the draft's auditing and data-sharing requirements.

Why it matters: It's the most comprehensive federal AI framework floated in Congress so far, and it reopens the central fight in US AI policy — one national rulebook versus a patchwork of state laws. This is a discussion draft, not a bill; expect heavy revision.

2. Watching today: Apple's WWDC keynote

Apple's Worldwide Developers Conference keynote runs this evening (10am Pacific / 6pm UK). The widely-reported expectation is a major Apple Intelligence push: a rebuilt, Gemini-powered Siri — reportedly backed by a custom Google model under a roughly $1bn/year deal — alongside Apple's own on-device models, plus support for third-party assistants and the usual OS refresh (iOS/macOS 27).

We're flagging this as expectation, not fact — the keynote hasn't happened yet as this goes out. If Apple does put a Google model at the heart of Siri and opens it to rival assistants, it's a genuine platform shift. We'll publish a proper write-up of what's actually announced once it's official.

3. Robotaxis reach Madrid

WeRide, Uber and fleet partner AVOMO announced Spain's first commercial robotaxi service, in the Region of Madrid, bookable through the Uber app. Vehicles will start with trained safety operators on board and scale toward fully driverless service against performance milestones, with operations expected later in 2026.

It's the fourth of 15 cities under the existing WeRide–Uber agreement — and the partnership's first foray into continental Europe.

Why it matters: Autonomous ride-hailing has been a largely US-and-China story. Europe just got a concrete commercial entry.
